Probably the severed man is an amputee (or born that way) and the legs are filled by a little person.
I notice that his torso cuts off quite a bit before the waistband starts, plenty of room for the little person to be in there and have a support on his shoulders for the man's torso to rest on.
That's the only explanation that make sense, istm.
